Overview

 

There is considerable awareness of the costs of sprawl on infrastructure, adequate levels of service and the relevance of fiscal sustainability post recession.  However, planners need to become more aware of how the fiscal equation of revenues, capital costs and operating expenses are relevant to the successful implementation of comprehensive plans.  This webinar will serve that purpose.  Finally, case studies from communities with growth-related funding problems will be discussed. 

This session is particularly relevant given the American Planning Association’s initiative regarding the topic of paying for growth.   The learning objectives of this session include:

 

  • Understand the relationship of capital infrastructure to operating expenses and revenues
  • Become more familiar with the different approaches to fiscal impact analysis and the trade offs
  • Gain a better understanding of the various revenue sources and financing mechanisms available in the Commonwealth of Virginia for financing growth
  • Understand the criteria for evaluating the appropriateness of these financing mechanisms
