The City of Virginia Beach's Strategic Growth Area (SGA) Office is looking for a Transportation Planner. The SGA office utilizes innovative land use planning, urban design, zoning, transportation planning, comprehensive planning, parking, marketing and financial analysis tools to implement the vision of Virginia Beach and its unique growth centers. The office is composed of multiple disciplines that collaborate with internal and external stakeholders to create and manage places of value and facilitate the future growth of our City.
Mapping and Modeling: Coordinate data, perform data and spatial analysis utilizing geographic information systems (GIS). GIS capabilities using ArcMap, ArcGIS online, and ESRI extensions, including StoryMaps. Work in close coordination with Public Works traffic engineering and modeling staff to provide land use and other commuter data necessary to analyze land use applications, development proposals, and master plans.
Policy and Planning: Assists with the coordination of the City’s Master Transportation Plan, Strategic Growth Area (SGA) transportation components, and coordinates City’s bus and paratransit services with the local transit agency, Hampton Roads Transit (HRT). Knowledge of land use planning, site plan review, and bicycle and pedestrian planning, including complete streets policies.
Emerging Transportation Technology: Knowledge of automated and connected vehicle technology, signal phase and timing (SPaT) applications, shared-use mobility, and mobility-as-a-service.
Site Plan Review: Assist in the review of development-related applications, plans, and proposals for compliance with City Code and policies relating to transportation and transit needs as well as consistency with the Master Transportation Plan and regional long-range plans.
Written and Verbal Communication: Provide written and verbal information to internal and external groups; assist with the facilitation of public meetings; develop written reports, meeting summaries, and briefings related to planning and development for transportation and transit-related items.
Official City Job Description:
Bachelor’s degree in Planning, Geography, Urban Studies, Architecture, Political Science or related field and two (2) years of experience utilizing the knowledge, skills, and abilities associated with such positions as Planner or Landscape Architect OR an equivalent combination of education (above high school level) and years of experience utilizing the knowledge, skills, and abilities associated with this position

Strongly prefer experience in transportation planning.
Masters Degree in Urban/Regional Planning and/or AICP.
Proficient in ArcGIS, AutoCAD, and Microsoft Office. Experience with other mapping tools such as QGIS and Carto can qualify.
Knowledge of database programming languages such as SQL, R or Python.
Experience performing research & analysis toward advancing autonomous and connected vehicles & emerging transportation.
Experience reviewing capital improvement program construction documents and commercial site plans.
Experience with public presentations.
Experience performing research, analysis, and data gathering toward completing state and federal grants.
Experience writing adopted government policy documents, especially transportation plan and guidelines.
Experience with local government and intergovernmental relations with state and federal levels.
Candidates selected for interview will be asked to complete a short exercise following the panel interview and required to provide: a list of three references, and a design portfolio with a minimum of three projects worked on in the last five years specifically related to GIS.
