The Central Virginia Planning District Commission is looking for an experienced, creative, and forward-thinking individual to provide innovative leadership for the Commission’s transportation division.  The successful candidate will be an organized self-starter who enjoys being part of a regional team environment.  The candidate will have a balanced working knowledge of transportation planning, community planning and development and intergovernmental relations.  Excellent coordination and customer skills required.  Minimum qualifications include bachelor’s degree in Planning, with a focus on Transportation planning, Community Planning and Development, or engineering related field.  AICP preferred.  Additional education/experience substituted where applicable. 


Transportation Planning Director

The Transportation Planning Director serves as primary staff to Central Virginia Transportation Planning Organization (CVTPO) who set policies for transportation planning in Lynchburg, Amherst, Bedford and Campbell.  Members of the TPO are elected and appointed local government leaders selected by their localities.

The Transportation Planning Director also coordinates the work of the Central Virginia Transportation Technical Committee who provide monthly input and consultation on transportation projects and priorities.  Members of the Committee are local government planners, representatives from Virginia Departments involved with Transportation, and other community stakeholders who are involved in transportation related services.

The Transportation Planning Director serves as the liaison to several organizations which provide local input on transportation planning and policies, such as the Lynchburg Regional Business Alliance Transportation Advocacy Group and the Bedford Chamber of Commerce Governmental Affairs Committee.


Transportation Planning

The Transportation Planning Director is responsible for developing the annual Transportation Planning Organization (TPO) and Rural Transportation work programs and budgets. 

The Virginia Department of Transportation and the Virginia Department of Rail and Public Transportation are important partners in the CVPDC’s transportation planning program.  The Transportation Planning Director serves as the liaison to these departments of the Commonwealth.

Every five years the Transportation Planning Director leads a comprehensive review of the region’s transportation plan.  The 2020 Plan should be completed in the fall of 2020 and was led by EPR of Charlottesville.   It is the PDC’s initial thinking that the 2025 update will be led by staff with some consultant support.

In the organizational structure of the PDC, a Senior Planner works on transportation and GIS projects under the direct supervision of the Transportation Planning Director.

Alternative Transportation

Especially considering the new transportation planning environment created by the COVID-19 crisis, the PDC and TPO will be looking for new and innovative ways to expand and utilize alternative transportation modes.  The successful candidate for the Transportation Planning Director position will be constantly seeking opportunities to assist our communities and to expand the region’s alternative transportation choices.

Data and GIS

There will be opportunities for data analysis and use of ESRI supported geographic information systems.  In 2020-2021, the MPO will utilize a mySidewalk platform for data analysis and displaying results of the 2020 Long Range Plan Update.

Compensation and Benefits

The salary for the position is negotiable, based upon qualifications and experience.  The starting salary range is $57,033-$65,588 DOQ.  Excellent benefit package includes participation in the Virginia Retirement System, vacation and sick leave, group life insurance, medical insurance, mileage reimbursement and professional dues and conference expenses.  Equal Opportunity Employer.
