 Merit Full-time Position, Grade 26, 35 hours per week.  Position eligible for telework.

Participates in advanced, highly complex professional planning activities and may supervise other staff who participate in those activities. Performs and manages complex and sensitive professional planning projects, research, and analysis.  Conducts supervisory planning and zoning administration work in directing work of planners and projects.  Work involves field inspections and investigations to establish facts and to prepare recommendations regarding compliance with land use laws, rules and regulations. Work at this level requires advanced professional training and experience in land use planning.  Workers report to administrative supervisors.

 

 Essential Job Functions/Other Duties/KSA:

Performs complex research and analysis of plans and ordinances governing land use in Calvert County.  Manages complex and sensitive professional planning projects. Monitors and ensures compliance with local, state, and federal laws.

May oversee specialized planning functions such as large-scale new development proposals.

Researches a full scope of advanced planning data on projects and overall management of division related planning issues.

Prepares/reviews scopes of work, selection procedures, and draft contracts for consultants, and coordinates consultants' work if applicable.

Writes position papers/background summaries on potential or proposed regulations for public review.

Drafts goals, objectives, and innovative solutions to planning problems using planning theory/practice/law, community goals and interests, and political realities.

Recommends multi-modal transportation system improvements or projects, based on economic, population, land-use, or traffic projections.
 
Defines and updates information such as urban boundaries or classification or roadways, regional or local transportation planning problems or priorities and prepares reports or recommendations on transportation planning.
 
Analyzes and interprets research and operational data from traffic modeling software, geographic information systems, or associated databases.
 
Reviews development plans for multi-modal transportation system effects, infrastructure requirements, or compliance with applicable transportation regulations; including documenting and evaluating transportation project needs and costs.
 
Analyzes information related to transportation (including information from traffic counting programs) and evaluates policies, such as land use policies, environmental impact of projects, or long-range planning needs.
 
Designs and develops transportation surveys to identify areas of public concern; and assists in troubleshooting transportation issues using test methods or models of transportation analysis.
 
Analyzes transportation-related consequences of federal, state and local regulations and policies, and legislative proposals.

Serves as liaison and performs necessary functions in support of the Planning commission.

Conducts and/or attends meetings with various boards, committees, commissions, and the public to discuss and advise on planning related issues, proposed plans/policies/regulations, answers sensitive questions and deals with upset people.

Prepares public participation strategies independently or under the direction of the Director or Deputy Director.

Advises Community Planning & Building Director on planning related matters.

Speaks to civic groups, school classes, and government agencies about plans.

Meets with property owners, representatives of business associations, citizens groups, surveyors and engineers to discuss the impact of proposed plans.

Meets with various officials to discuss proposed plans and regulations and/or makes formal presentations.

Works with Zoning Officer to answers questions from planning staff concerning interpretation of plans and ordinances on proposed sites plans, subdivisions and interpretation of regulations.

Performs regulatory planning through the review of submitted development proposals. Meets with applicants about their projects, advises committees on regulations and legal limitations, and prepares staff reports.

Supervises appropriate planning staff.

Prepares reports on operations and activities, recommending improvements and modifications.

Knowledge of--

  •  Advanced principles and practices of land use planning as applied to local government planning and zoning administration.
  • Thorough knowledge of urban and rural planning and development and local government policies and procedures.
  • Citizen involvement techniques and processes.
  • Pertinent federal, state and local laws, codes and regulations including recent changes.
  • Effective techniques of supervision and project management.
  • Methods and techniques of effective technical report preparation and presentation.

Ability to--

  • Supervise work projects and teams.
  • Interpret and apply land use laws, rules, and regulations.
  • Establish and maintain effective working relationships with others encountered in the work.
  • Communicate effectively orally and in writing.
  • Manage staff, daily operations, and policy development and implementation.
  • Provide technical guidance and leadership to planning and support staff.
  • Deal effectively with the public.

 

 Minimum Qualifications:

Required Qualifications (Note:  Any acceptable combination of education, training and relevant experience that provides the above knowledge, skills, and abilities may be substituted on a full-time year for year basis.)

Training and/or Education:
Master's degree in planning or related field.

Experience:
Four years of professional planning which must include considerable experience managing daily operations, customer service, and policy development and implementation.

Licenses or Certificates:
A.I.C.P. or CNU certification or AIA or A.S.L.A. License preferred.

Work is subject to deadlines and frequent interruptions.

Physical Demands:
Requires long periods of standing, frequent walking indoors, repeated bending, crouching, stooping, stretching or reaching; recurring lifting of objects up to 49 pounds; operation of keyboard devices. 

Unusual Demands:
May be required to work beyond normal scheduled hours including night meetings.
Site work exposes workers to dirt and soil, and work is subject to inflexible deadlines.
