Owned Home, Rented Land - Resident-Focused Planning and Zoning Strategies for Manufactured Housing Communities

This session highlights lessons learned from Fairfax County’s recent three-pronged policy and regulatory reforms to amend the Comprehensive Plan and Zoning Ordinance and the development of the Relocation Guidelines for manufactured housing communities, focusing on preserving affordability and minimizing resident displacement. Fairfax County’s seven manufactured housing communities provide a unique but diminishing source of naturally occurring affordable housing for working families. These communities face increasing pressures from rising land values, threat of redevelopment, regulatory constraints, and environmental hazards, with residents disproportionately impacted due to their investment in manufactured homes, many of which are not movable, limited economic resources and language access barriers. The efforts developed strategies to maintain these communities and, if redevelopment is proposed, to encourage no net loss of affordability through replacement units and meaningful relocation assistance. The session reviews key components of the efforts, including challenges facing residents and property owners, existing policy and regulatory conditions, and the development of new policy and regulatory frameworks. The session also highlights the importance of equitable, resident-centered engagement and trust-building to support policy adoption and ensure long-term livability and additional protections for residents if future land use changes are proposed.
