GENERAL STATEMENT OF JOB- Under limited supervision, this position supervises and participates in highly complex planning activities related to planning department functional areas including, but not limited to, zoning, current planning, long range planning, transportation planning and community planning. Assists with a variety of historic and design review boards, Assists in the development of the department’s work programs and annual budget. Serves as director, as instructed, in the absence of the director. Reports to the Director of Planning.
ESSENTIAL JOB FUNCTIONS- Oversees and supervises the planning functions of the department.; assists various staff members, coordinates with other departments and agencies , assists staff in review of various applications and planning issues, participates in land development activities, ensures board, commission and task force coordination and assists in the development of recommendations and presentations for the Planning Commission, City Council; and other boards and commissions, coordinates review of site plans, preparation of various land use ordinance amendments, and applications for land use regulation ordinance changes. Supervises and assists the Zoning Administrator and Assistant Zoning Administrator with the processing of various zoning matters and applications, assists in the preparation of the Board of Zoning Appeals agenda as necessary, advises on zoning interpretations, site plan and zoning permit review functions, and issues related to the Board of Zoning Appeals including Special Exceptions. Leads regular departmental efforts to maintain and update various land use ordinances and regulations such as the zoning ordinance, subdivision ordinance, and the Chesapeake Bay Preservation Act ordinance. Participates and assists with long range planning activities such as the comprehensive plan, resilience planning, transportation planning, area and corridor plans, and updates of various design guidelines, and provides policy and process guidance and direction to planning department staff. Serves as departmental liaison to the public and developers and assists in ensuring proper processes and requirements are communicated. Leads team to ensure that plans and documents are readily available to the public and users. Assists in ongoing efforts to minimize the handling and processing of hard copies of applications and other documents. Provides assistance in the preparation of reports; prepares and reviews staff reports on development projects, rezoning and use permit applications; evaluates projects for consistency with plans, policies and ordinances adopted by City Council; ensures all regulatory requirements for legal advertising and adjacent property owner notification are performed in accordance with regulatory requirements,; makes recommendations for improvement of the department’s efficiency and effectiveness. Responsible for effective administration of budget preparation, monitoring expenditures, performance measures, identifying future budgetary goals and limitations of the department, staff development and training, succession planning, performance management, employee relations, prioritizing and assigning work and related activities. Attends and conducts a variety of formal and informal meetings; responds and provides assistance to citizens with routine zoning regulations and processes inquiries; assumes responsibilities of the department in the absence of the Planning Director. Performs other duties as assigned. Individual assignments will be determined by supervisor based on current workload and department needs.
